The time and effo rt required to prepare specimens for
compact ion studies and other test methods can oft en be

The original M oisture Condition Apparatuswasdeveloped by the
Transport Research Laboratory, England.ELE hasredesigned the
equipment to give improvementsin termsof strength and
reliability, particularly under site conditions.The ELE model isT RL
approved and is used in construction control to assessthe
suitability of earthwork material in relation to the specified upper
limitsof moisture content. In a second mode of operation, it
determinesa chalk crushing value for use in classification of chalk
asa fill material.
To assessthe suitability of earthwork material a moisture condition
value is determined. The test is based on the determination of the
minimum number of blowsof the rammer required to produce a
state of full compaction in a sample of soil.A fter calibration over a
range of moisture contents the suitability of earthwork materialcan be assessed without the measurement of the moisture content
of the soil with itsassociated delays.T he chalk crushing value is
determined from the rate at which a sample of single-sized chalk
lumps(passing 20 mm and retained on a 10 mm BS sieve) is
crushed under the impact of the rammer.T he chalk crushing value,
taken together with the value of the saturation moisture content of
lumpsof the chalk, givesa classification in termsof the likely
behaviour of the chalk during construction.
O peration of the apparatusis extremely simple.The rammer is
lifted, when it reachesthe top of its travel, a striker attached to the
crossmember releasesthe automatic catch allowing the rammer
to fall.T he rammer hasa scale for measurement of penetration
into the mould.A fter each blow, the height of drop can be reset
and checked by meansof the vernier gauge supplied.To record thenumber of blows, a counter isfitted to the release mechanism.

The Califo rnia Bearing Ratio test, or CBR test as it is usually
termed, is an empirical t est f irst developed in Califor nia,
USA, for estimat ing the bearing value of highway sub-bases
and subgrades.The test f oll ows a standardised procedure
and t here is litt le diff erence betw een BS/EN and ASTM
tests. However, there are numerous ways of pr eparing
sampl es and i n t his respect American p ractice dif fers in
detail from British practice.
This test can be performed in the laboratory on prepared samples
or in-situ on location. It is important to appreciate that this test,
being of an empirical nature, is valid only for the application for
which it wasdeveloped, i.e. the design of highway base thicknesses.
