Introdução
Inovação representa a base do progresso econômico
Inovação é sinônimo de destruição criativa (Schumpeter)
Existe um “trade-off” entre os benefícios do progresso econômico e os custos da destruição
Levantam-se grandes resistências sociais, culturais, políticas, tradicionais, econômicas, psicológicas, etc., contra mudanças
O papel do empreendedor consiste em romper com as citadas resistências (o inovador)
Inovação significa não apenas invenção, mas sua realização
Crescimento econômico
A acumulação de capital confronta-se com os rendimentos decrescentes.
Apenas com progresso tecnológico o crescimento econômico pode continuar.

A “armadilha da renda média”
A “armadilha da renda média” significa a estagnação econômica de um país emergente depois da primeira fase de um forte crescimento econômico (“take-off”) baseado em acumulação de capital e da imitação tecnológica
Rendimentos decrescentes do capital diminuem as taxas do crescimento econômico por falta de inovação própria
A falta do progresso econômico fortaleza regimes repressivos e ditatoriais ou, enquanto tem democracia, promovem populismo econômico
A armadilha da renda média Para continuar crescer, o país precisa mudar o seu modelo econômico do tipo “top-down” (acima por abaixo) pelo “bottom-up”(abaixo por cima). Em vez do controle autoritário pelo governo, a economia precisa de mais liberdade na concorrência empresarial como método de descobrimento (Hayek).A política perde poder em favor dos mercados. O cálculo econômico substitui o cálculo político.

Capitalismo de estado não cuida da eficiência econômica, mas do controle político

• Se precisa da concorrência econômica livre onde empresas eficientes ganham espaço pela eliminação de empresas e setores ineficientes
• Para sair da armadilha da renda média, o país precisa aprender pagar o preço do progresso econômico em vez de insistir continuar receber o (ilusório) almoço grátis entregado pelo estado
Como sair da armadilha da renda média• Enquanto na fase do “catch-up”, a tecnológica esta conhecida, depois
obter o nível da renda média, o futuro tecnológico esta cada vez mais desconhecido
• Em vez de monopólios imitativos e acumulativos, se precisa uma multidão de empresas inovadoras que participam ativamente na busca das novas tecnologias pelo “trial e erro” (tentativa e erro)
• Se precisa um sistema bancário para financiar projetos fora do estado
• Em vez de monopólios estatais, o sistema dinâmico precisa da concorrência com baixas barreiras de entrada e saída do mercado para estimular o processo evolutivo da criatividade econômica

Electric lighting is no great boon to anyone who has money enough to buy a sufficient number of candles and to pay servants to attend them. It is the cheap cloth, the cheap cotton and rayon fabric, boots, motorcars and so on that are the typical achievements of capitalist production, and not as a rule improvements that would mean much to a rich man. Queen Elizabeth owned silk stockings. The capitalist achievement does not typically consist in providing more silk stockings for queens but in bringing them within the reach of factory girls in return for steadily decreasing amounts of effort.
