Welcome
We are one step from the en of the year an followinthe aftermath of the presidential elections with arenewe vote of conence in favour of FRELIMO, thetime is ripe for us to examine the nuances of the worldof commerce and distribution a little better.
In this issue, we note that the hustle an bustlein these sectors is more than evient. It is no woner that thecompany, Pylos Mozambique, which promotes the real estate
sector on three continents (Africa, Europe an America), isabout to buil 15 shoppin centres in Mozambique. The start ofconstruction of the rst three projects will take place later thisyear an there are those who imaine how these commercialtemples will shake the country.
This is the quintessential time of consumption, an a viewof the commercial dynamics around the production of saltis hihlihte. In this eition, a portrait is rawn about theexploitation of this basic necessity an we et to know that thecountry alreay prouces 145 thousan tons of salt per year. Atthe same time, the most eneretic province with rears to thisprouct is Nampula an from there it exports aroun 44% of theproduction to Malawi.
Speakin of business, or ari-business, the market for pro-
uction an istribution of bananas also seems to be bearinfruit. The statistics are clear and point to a healthy export sce-nario. Only this year, South Africa will import 100,000 tons ofdomestic production and there are other countries interestedin our banana market, like Kuwait, Saui Arabia, Iraq, an theUnite Arab Emirates.
At the same time, our country has riven the private sectorof the Community of Portuuese Lanuae Countries (CPLP, fromthe Portuuese). The chair of the Communitys Business Confe-eration, a Mozambican an the helmsman of the oranization, isSalimo Abula, a reat enthusiast an avocate of the projectioncapacity of the CPLP in the worl economy, especially in theel of oil an as. Moreover, he preicts that the sector withinthe CPLP will represent 27% of the lobal market in the next 20
years.Basically, what is intene is that the CPLP bran will be

FRENCHMAN Jean Tirole, from theUniversity of Toulouse, won the 2014Nobel Prize in Economics for hisanalysis of market power an reula-tion.
For Jean Tirole, a 61-year-oleconomist, the markets where com-petition is weak may be positive forsociety as they encourae companiesto lower costs and to cooperate interms of patents. But markets can also be harmful inthat they may lea to a price aree-ment, leain to excessive protsan istortin competition. An leav-in the markets without reulationcould produce undesirable results
for society: hih prices may keepunprouctive companies alive, block-in the entry of new competitors annew products.
In this scenario, Tirole arues thatbetter reulation policy shoul beaapte to the specic conitions ofeach inustry. He conclues that ov-ernments shoul encourae the mostpowerful companies to become moreprouctive, without imposin limitson prices, but preventin them fromharmin competitors an customers.

A part from being the most frequent cause o f severemental retardation, iodine deficiency manifests itself
in congenital abnormalities, goiter and deaf-muteness.
One of the most effective ways to combat Iodine
deficiency is by iodizing salt for human and animal
consumption, preferably by adding Potassium iodide.
According to Inocncia Vasco Cuco, manager of Salinas
Zacarias, which produced more than 15 thousand tons
in average per year, the addition of iodine to salt is
essential.
Since we have been made aware of the importance
of iodized salt for public health, we have followed allrecommendations in order to ensure that our salt
always has the appropriate levels of iodine, he said in
an interview with Capital Magazine.
The above is repeated by the Director-General of

our salt. We have had support fr om UNICEF, they made

0 years ao, Mozambique hanothin to say in rears tothe production and export ofbananas in Africa, let alone theworl. However, accorin tothe United Nations Food and
Ariculture Oranization (FAO), it hasalways been well known as a countrythat exues competitive avantaesfor the production of this crop on acontinental level.
The Marshall Plan to harnesspotential an improve the scenario, cost approximately 60 million ol-lars for the leain companies in thesector, where Beluze Bananas (hea-quartere in the istrict of Boane,in Maputo province) an Matanuska
Moambique (operatin in the is-trict of Monapo, in Nampula prov-ince) set the rules.
The results i not take lon toappear. In 2010, banana prouctionin Mozambique was 81.3 thousantons, of which 64.3 thousan tonswere for export and 17 thousandtons for omestic consumption. Itwas the consolidation of the product
in industrial dimensions in a countrythat, until recently, was only an infor-mal importer of the product.
Thereafter, it took only four yearsfor omestic prouction to make animportant leap, from 81.3 thousan
tons, in 2010, to 124 thousan tons, estimate for the current year, anexport set at 100 thousan tons, onlyfor South Africa.
That is, in the last four years, national banana production rose40% an its respective exports rewmore than 400%. These ures iveprominence to Mozambique for theproduction of the bananas on thecontinental, if not the worl map.
Aitionally, accorin to the
FAO, Mozambique became the thirlarest exporter of bananas in Africa, after Ivory Coast an ghana.
Data from the Confederation ofEconomic Associations of Mozam-bique shows that the country yiels,at this time, over 70 million ollarsfrom the sale of this fruit outside thecountry.
It is important to note that the
banana appears on the list of tradi-tional exports in Mozambique. Themost liste are woo, suar, tobaccoand cotton.

A confeerao foi criaa no ia 4e Junho e 2004. J completou 10anos. Moambiqueest frente a oranizao ese2012. Salimo Abdula est frente da
CE-CPLP faz um ano. Neste perodo, o

Sim. Quano chemos, a Confe-derao no tinha escritrios prprios.
quantos so moambicanos?

J estivemos no Brasil, Anola,

A nvel os PALOP, Mo-ambique e Anola so leres.

Quais so os grandes desaos

Sim. O nosso projecto inamizara viso do empresariado.
A minha mxima : Se ns quiser-mos ir rpio, vamos sozinhos.
Envolve a mirao, e no s.

CPLP?

BACKGROUNDTHEME
Belizrio Cumbe (text) . Zein Hassan (photos)
What aroused the inspiration to create the
Business Confederation of the Community of
Portuguese Language Countries (BC-CPLP)?
The confederation was established on 4June 2004 an is now 10 years ol. It was es-tablishe in Portual an has ha many rotatinpresiencies. At the beinnin, it manate ayear in oce for every presient, but now themanate chane to two years. Mozambiquehas been at the fore of the oranization since2012. In the rst year, the presient was CarlosSimbine, but after that, the Confeeration ofEconomic Associations of Mozambique (CEAM)
aske me to lea the estinies of the BC-CPLP.
Salimo Abdula has been the head of the BC-
-CPLP for a year. In this period, what have you
been able to do?
In this years manate I was lucky to et tocarry out important activities for the life of theConfeeration. As soon as I took oce, I invitethe two chambers of commerce of Equatorialguinea to come to Maputo. In this framework,
we sine the Maputo
declaration, on June17, 2013, which sets outsome life principles forthe Confederation to facenew lobal challenes. In the samecontext, we accepte the input fromthe chambers of Equatorial Guineain the Oranization, ivin a sinal ofthe political importance of this coun-try to the CPLP.
What determined the investment
in Equatorial Guinea for the BC-CPLP?What advantages does this country
ofer?
Everythin happene in my vision, which was forware to members, tocreate a BC-CPLP with eyes mindful of thefuture. This is an opportunity to establishbusiness for us.
I went to all the countries of the CPLP,talke to their presients, prime ministers,
Mozambiqueboosts privatesector of CPLPThe president of the CPLP Business Confederation,
Salimo Abdula, speaks about the life of the organiza-
tion, highlighting the actions that were carried out
in his first year in office. Abdula ensures that, in the
future, the CPLP will be an important player in the
global economy, especially in the field of oil and
gas. The case is not minor because, in the next two
decades, the sector in the CPLP will represent 27%
of the global market.

Our vision is very clear. The CPLP has a very big
market and if we follow
a well-defined strategy,
within 15 or 20 years the
Community may be one
of the world leaders in the
oil and gas market, repre-
senting about 27% of it
globally.
In the future, the intention
is to create a CPLP brand
with enough quality to

from other regions.

incluin Brazil an Portual. I also metwith the Forein Minister of Equatorial
guinea, in Maputo, an in my ocein Lisbon received the ambassador ofthat country an everyone aske thatwe inuence its entry into the Orani-zation.
Do you mean that the BC-CPLP
headquarters is in Lisbon?
Yes. When we arrive, the Con-federation did not have its own of-ces. It worke in the oces of othermembers, which was unacceptable.
However, there was an entity that aveus a space in the centre of Lisbon, where we set up the oce of the BC-CPLP, so now the Secretariat is in fulloperation. We mae arranementswith Lusophone University, an toaywe have several students who areworkin at the heaquarters in variousepartments. Because of this ynamic,we have beun to open the Confe-eration; it was a very shy an expres-sionless thin in they eyes of severalcompanies.
How many members does the BC-
-CPLP have?
When I entere it must have beenbetween 10 to 12 members, but nowwe have more than 70 members, in-cluin lare an meium enterprises, not to mention the Chambers of Com-merce, amon other oranizations.
In this universe of 70 members,
how many are Mozambicans?
Mozambique has many companies, startin with mine, Intellec Holins. However, overall, our country hasabout 18 members. But let me athat in this years tenure, we manaeto create a script for each country, which presents the main activities ofcompanies by sector, amon othercapabilities. This culminated with therealization of several conferences
internationally. Weve been in Brazil,Anola, Cape Vere an Portual. This
ynamic has mae politics look at theBC-CPLP as the pillar of the privatesector. due to this, for the rst time,we were invited to participate in thesummit for CPLP Heas of State angovernment in dili, an were there torepresent the private sector aroundthe Lusophone world.
What is the level of investment
between CPLP countries?
Well, there are asymmetries takin
into account the various levels of de-velopment, but this is a challene thatcomplements us. For example, a coun-try like Brazil, which has a larer scaleeconomy, sees the African Countries ofPortuuese Ocial Lanuae (PALOP)as a privilee market because theynee to expan. Portual alreay seesthese countries as an opportunity totransfer their technoloy an receiveraw materials in order to improve itsposition in Europe.
How is it that Mozambique is po-
sitioned?
Mozambique is in a privilee posi-tion. At the level PALOPs, Mozambiquean Anola are leaers. So they have ahue responsibility to consoliate theirpositions an ra the other membersto follow suit.
What is the vision that BP-CPLP
has for its future?
Our vision is very clear. The CPLP
has a very bi market an if we followa well-ene stratey, within 15 or20 years the Community may be oneof the worl leaers in the oil an asmarket, representin about 27% of itlobally.
In the future, the intention is to cre-ate a CPLP bran with enouh qualityto compete with products from otherreions.
Countries with oil and gas
abound...
Its true. Mozambique, Brazil, An-ola, Sao Tome an Principe, EquatorialGuinea and East Timor are countrieswith reat potential for oil an as. Wehave another bi avantae: All coun-tries have access to the sea. We can,for example, prouce hih quality tourpackaes in all CPLP countries, inclu-in Portual, which is in Europe.
What are the major economic chal-lenges that inict the Community?
There are several, but rst, we neeto ensure the free movement of capitaland people between member coun-tries. Toay, the blocks will be fortiein the worl an we as Lusophones, must unite. The Confeeration is ain-in visibility outsie. I have travellethe worl to speak about this.

What is the business environment
in the CPLP?
The business environment is im-provin, but is still not esirable. We,in Mozambique, have our challenes;Anola has its challenes, an so on.But before that, we have to buil asystem of free movement of people, create iht stopovers. We must en-sure that people are movin from onecountry to another, establishin trae,an takin avantae of elements likethe common lanuae an other cul-tural aspects of oin business.
To what extent do you think that
language can be an important ele-
ment, or even an advantage for trade
facilitation in the CPLP?
We fortunately had the same colo-nizer, so its easier to sit at the tableto talk business with an Anolan, aPortuuese or a Brazilian, than talkin, for example, with a german. If the lan-uae is the same, the unerstaninbecomes easier.
So, it is an economic instrument...
Lanuae is, without a oubt, aneconomic instrument. There is a studythat shows that lanuae makesup 17% of the costs of a company.Sometimes we o not value it. Ima-ine that in this discovery of oil andas, there is the nee to o to Cabodelao an take people who speakierent lanuaes throuh trainin. In this case, communication will beiuse an retention ability very
small. For example, I am evelopin an
aricultural project in Zambezia anappealed to a major entrepreneur inPortual, with nancial capacity; an-other in Brazil, with technoloy, anforme a company calle Aromoz.Everythin is oin very well becausewe speak the same lanuae. So, it isan economic instrument...c
Can we say that there will be many
dynamics between CPLP countries as
the project consolidates...?
Yes. Our project is streamlinin itsvision of business. Creatin businessplatforms so that one can use thenatural resources that are in Mozam-bique and human resources couldcome from any Lusophone country. Afree movement of people, oos ancapital must exist between us.
My motto is: If we want to o fast,
o in alone. But if we o far, lets otoether. This is my vision for theLusophone countries.
With regard to the process that
will culminate with visa exemptions,
at what point are you in the process?
There are bilateral areementsbetween some countries. At this time, there is exemption for diplomatic
and service passports. But the ideais to create conditions for holders ofordinary passports to move freely.Of course this process is not easy. Itinvolves miration an other thins. But it has already been released as apoint on the aena for the politicalmembers. As you can see, this ques-tion does not only depend on us.
Is the duty free project a real
one?
This is an important point, butfor us it is not a priority. I think thefree movement of people, oosand capital will expedite the entry ofobserver members into the Oraniza-tion. But we have other priorities thatinclue the capacity builin of oureconomic oranizations in orer toimprove business environments intheir respective countries.
