Gestão do tempoA presidente relembra aos deputados o formato restrito adotado para a troca de pontos de vista sobre relatórios ou pareceres, que permite a intervenção de um deputado por grupo político. Tal reflete a limitação de duas horas imposta a todas as reuniões de comissões e a necessidade de conceder prioridade aos pontos da ordem do dia relacionados com a COVID-19.

D. Boletim informativoA presidente informa os deputados de que está disponível a nova edição do boletim informativo da Comissão IMCO (n.º 112).

E. Votação do parecer Van SparrentaakNa sequência da votação em comissão, em 29 de junho, do parecer Van Sparrentak sobre «Inteligência artificial na educação, na cultura e no setor audiovisual», o secretariado descobriu que os votos de 3 deputados, que foram expressos com validade, não foram tidos em conta durante a votação. Os votos dizem respeito a 2 deputados do Grupo S&D, Marc Angel e Tsvetelina Penkova, e a 1 deputados do Grupo PPE, Andrey Kovatchev (apenas na votação final).

Após a análise de todos os votos expressos, é necessário efetuar correções finais:

- A alteração 110 é rejeitada (21/21/0) em vez de aprovada; - A alteração 4 é aprovada (22/20/0) em vez de rejeitada;

O resultado da votação final é: 34 votos a favor, 3 votos contra e 3 abstenções.

O procedimento de votação à distância das alterações (em paralelo com o procedimento da comissão) aos projetos de parecer dos pontos 3 a 8 realiza-se entre as 13.50 e as 15.20.

Proposta de regulamento do Parlamento Europeu e do Conselho que altera o Regulamento (UE) 2016/1628 no que diz respeito às suas disposições transitórias para reagir aos efeitos da crise da COVID-19 (Petra De Sutter) - processo simplificado

A presidente anuncia que, na sequência da comunicação, de 6 de julho à tarde, da recomendação da CPC, que prevê responsabilidade conjunta com a Comissão ENVI (artigo 58.º) sobre a proposta de regulamento do Parlamento Europeu e do Conselho que altera o Regulamento (UE) 2016/1628 no que diz respeito às suas disposições transitórias para reagir aos efeitos da crise da COVID-19, os coordenadores analisam com caráter de urgência a questão por procedimento escrito, e concordaram unanimemente em aceitar a aplicação do procedimento simplificado e a proposta da Comissão, a fim de permitir que a votação em sessão plenária tenha lugar na mesma semana, dada a urgência de prorrogar o prazo de 30 de junho de 2020 para 30 de junho de 2021 para a colocação no mercado da maquinaria já produzida.

Em consequência, a presidente procede a uma votação nominal única da proposta da Comissão.

Resultado: 19 votos a favor, 0 votos contra e 0 abstenções

A presidente anuncia a abertura da votação para as votações finais dos pontos 3-8 das 9.08 às 10.15. Os resultados das votações finais são comunicados por escrito e publicados no site da Comissão IMCO.

The Secretariat negotiated with LIBE, ECON, CULT, TRAN, INTA and JURI. Agreement was reached with ECON, CULT, TRAN and INTA before the deadline of 19 June set by the CCC; No agreement with LIBE and JURI was possible.

On 29 June, the IMCO Chair had a meeting with the ITRE Chair and Mr Tajani, the CCC Chair on the outstanding conflict with ITRE. The end result is that ITRE remains in the lead on Digital future of Europe and AI, with IMCO under Rule 57 exclusive competence on the items addressed in its letter. IMCO instead takes the lead in the Data Strategy file, and ITRE will have exclusive competence under Rule 57 on areas yet to be defined.

Type approval and emissions of Non-Road Mobile Machinery(CM/AM/BM)

2020/0113(COD) On 2nd June 2020, the Commission adopted a proposal amending the transitional provisions of Regulation (EU) 2016/1628 Non Road Mobile Machinery (NRMM) due to the impact of COVID-19 crisis.

The proposal was initially referred to ENVI with IMCO for opinion. Following the CCC recommendation of 6 July to apply Rule 58 (joint procedure) the Coordinators’ agreed to consider the proposal under the simplified procedure and the Commission proposal was by 19-0-0. The Chair wrote to President Sassoli to inform him of the voting results and requested IMCO to be added to the Plenary agenda in order to get speaking time.

ID group informed Coordinators that they forego the rapporteurship on this file which will be presented by the Chair on behalf of IMCO. Moreover, the next attribution of a non-taker file will be allocated to Greens group, ID losing their place.

1.4.1 Launch of a public consultation on the Commission Market Definition Notice

Coordinators took note of the public consultation launched by the European Commission relating to the evaluation of the Commission’s Market Definition Notice (Commission Notice on the definition of relevant market for the purposes of Community competition law1)

1.4.2 STOA panel

At their meeting on 25 September 2019, IMCO Coordinators decided on the three members to be appointed to the STOA Panel on behalf of the IMCO Committee. One of these appointments was Pierre Karleskind (Renew), for the first half of the legislature.

The Renew group has informed the secretariat that it would like to replace Pierre Karleskind with Karen Melchior. This change will be notified to the President, in accordance with the STOA Rules.

1.4.3 Reporting back on inter-institutional negotiations

Coordinators took note of the written feedback on two files in trilogue negotiations on behalf of the IMCO Rapporteurs, namely the Representative actions for consumers interests and Rail passengers’ rights.

1.4.3 Back to “normal” business

The Secretariat informed Coordinators that Committees have been requested to submit dates for remote meetings (2h limit) at least until October. VP Charanzová informed that it is possible the EP will continue with remote meetings until the end of the year.

1.4.4 Congratulations to Chair De Sutter

Mr Schwab congratulated the Chair for her 3th place in the ranking of the most influent MEPs on health policy in the EP political groups.

1.5.5 Opinion to ITRE on SMEs

Coordinators took note of the fact that this INI has not yet been authorized (therefore there is no procedure and possibility to open the AMs deadline on AT4AM) and the fact that ITRE wants to maintain the original timetable with an adoption in October> This makes it impossible for IMCO to have its amendments submitted in AT4AM on 9 July.

Coordinators endorsed the Secretariat’s proposal to invite Members to submit a limited number of amendments in word (old way), which the Secretariat will prepare and send to translation.

1.6.6 Use of iVote and ballot paper vote

The Chair congratulated the Secretariat for the smooth running of the mixed voting session and the quick distribution of the results.
