PSU-NARRA CCRD IS BORN By the early part of his first term in Congress, Hon. Abraham Kahlil B. Mitra of the Second District of Palawan had a tête-à-tête conference with PSU President, Dr. Teresita L. Salva. The Congressman intimated to her that his program of governmen t embraces within its ambit the furthrance and enhancement of educatio n in Palawan. The Lady president gladdened at the information and was tickled pink by it. By the end of 2001, Dr. Salva organized and deputized a survey team, headed by Dr. Edgardo H. Castillo, to make a feasibility study among the national high school in Narra and Aboabo. The team consulted with parents, teachers and students and barangays as well as municipal officials. This move of the PSU president rooted up from the previous requests of various groups in Narra, particularly Princess Ur duja, throu gh Res. No. 017, S¶ 97, about the creatio n of PSU-NARRA CCRD in the barangay. ON January 17, 2002 it its 24 th regular session, the Sanguniang Bayan of Narra passed Res. No. 2002-127 ³REQUESTING TERISITA L. SALVA, PRESIDENT, PALAWAN STATE UNIVERSITY (PSU) TO ALLOW THE ESTABLISHMENT OF PSU-NARRA CCRD AT THE MUNICIPALITY OF NARRA, PROVINCE OF PALAWAN.´ During the same session, January 17, 2002 the August body passed Res. No. 2002-128 ³REQUESTING ABRAHAM KAHLIL B. MITRA, CONGREESMAN, SECOND DISTRICT OF PALAWAN, TO NEGOTIATE WITH THE NIA ADMINIST RATOR THROUGH THE PROVINCIAL OFFICER FOR THE TEMPORARY FACILITIES OF THE PSU-NARRA COLLEGE OF COMMUNITY RESOURCES DEVELOPMENT The Sanggunian g Bayan explained to Congressma n Baham, as he is fondly called by his constituents, male and female, yougn and old, that the creation of the PSU-NARRA CCRD was requested by almost all the parents and barangay officials in Narra consonant toa survey conducted earlier by PSU. The municipal government, acording to the Sanggunian, had alreadyt appropraited its funds, hence, there was nothing left with to build a school building. Henceforth, they expressed a desire for the involvement and intercession of the tolerent and accomodating Congressman to make representat ion with the NIA for the use of th e building and a rea in Narra. Such move of the Sanggu nian was sufficiently flavored with a sense creativity. ON February 14, 2002, the Sanggunian was on its 28 th regular session. The vice mayor w as still on official business. SALVA, PRESIDENT OF THE PALAWAN STATE UNIVERSITY (PSU), FOR THE ESTABLISHMENT OF PSU-NARRA COLLEGE OF COMMUNITY RESURCES DEVELOPMENT ± CCRD.´ During the same session on February 14, 2002, the enterprising and optimistic mebers of the August 14, 2002-159-B ³AUTHORIZING HON. LUCENA DIAZ DEMAALA, MUNICIPAL MATOR, TO ENTER INTO A MEMORAMUM OF AGREEMENT (MOA) WITH NIA ADMINISTRATOR FOR THE ESTABLISHMENT OF PSU-NARRA CCRD.´ Thus, by force of neccesity, reinforced by the desire to d good to the greatest number, the triumvirate of giants (Cong. Baha m, Dr. Salva and Mayor Demaala) did not only pave the way for the PSU-NARRA CCRD but were now treading on it w ith lighting speed with the Sanggunian g Bayan as the powerhou se of strenght. On February 15, 2002, the PSU Board of Regents (governing body) met at the Philippine Normal University in Manila. It was on this momento us event that Cong. Abraham Kahlil B. Mitra ³suggested ´ to the regency the creation of PSU-NARRA CCRD. The Board adopted and approved the ³suggestion,´ thus, the PSU-NARRA CCRD was born.
