Para la gente Tseltal, las palabras son importantes. Dicen que debemos compartir las palabras de nuestros corazones. Los radialistas nos comparten en esta publicación sus experiencias en la radio comunitaria Ach' Lequilc'op, ubicada en Bachajón, Chiapas.

Una forma de compartir es a través del diálogo. Para los Tseltales el diálogo es esencial para la vida. Es a través del diálogo que los conflictos se resuelven. Es a través del diálogo que las decisiones importantes se toman en las asambleas comunitarias. Y es a través del diálogo con el Corazón del Cielo y Corazón de la Tierra que tratamos de entender cómo vivir en armonía.

En el Popul Vuh, el Libro Sagrado del Tiempo de los Pueblos Mayas, vemos la importancia del diálogo. Allí, los dioses discutieron y compartieron sus palabras para poder llegar a un acuerdo importante:

Ésta es la primera relación, el primer discurso:

No había todavía un hombre, ni un animal, pájaros, peces, cangrejos, árboles, piedras, cuevas, barrancas,

hierbas ni bosque. Solo el cielo existía… también el Corazón del Cielo, que éste es el nombre de Dios. Así contaban.

Entonces vino la palabra…entonces celebraron consejo, entonces pensaron, se comprendieron, unieron sus palabras, sus sabidurías. Entonces se mostraron, meditaron, en el momento del alba; decidieron [construir] al hombre, mientras celebraban consejo sobre la producción, la existencia, de los árboles, de los bejucos, la producción de la vida, de la existencia, en las tinieblas, en la noche, por los Espíritus del Cielo llamados Maestros Gigantes.

La radio comunitaria es una nueva forma de entablar un diálogo. Podemos escuchar historias e informes, podemos hablar en la radio. También podemos dialogar entre nosotros sobre lo que escuchamos en la radio. Las palabras que vuelan desde Radio Ach' Lequilc'op sobre las montañas y a través de las junglas son palabras que nos conectan como Tseltales.

For Tseltal people, words are important. They say we should share the words from our hearts. In this book, the radio correspondents share with us their experiences as part of Ach' Lequilc'op community radio, located in Bachajón, Chiapas.

One way to share is through dialogue. For the Tseltales, dialogue is essential for life. It is through dialogue that conflicts are resolved. It is through dialogue that important decisions are made in community assemblies. And it is through dialogue with the Heart of Heaven and the Heart of the Earth that we try to understand how to live in harmony.

In the Popul Vuh, the Sacred Book of Time of the Maya Peoples, we see the importance of dialogue. There, the gods discussed and shared their words in order to reach an important agreement.

This is the first relation, the first speech:

There was still no people, nor animal, birds, fish, crabs, trees, rocks, caves, ravines, herbs or forest. Only the sky existed... Also the Heart of the Sky, which is the name of God. This is what was told.

Then came the word... then there was a council, then they thought, they understood each other, they joined their words, their wisdoms. They showed themselves, they meditated at dawn; they decided to build people, while they celebrated their council about production, existence, trees, vines, the production of life, of existence, in the darkness of night, by the Spirits of the Sky called the Giant Masters.

Community radio is a new way of engaging in dialogue. We can listen to stories and reports; we can talk on the radio. We can also talk to each other about what we hear on the radio. The words that soar from Radio Ach' Lequilc'op over the mountains and through the jungles are words that connect us as Tseltales.

Para los Tseltales, "todo tiene corazón." No solamente las personas, sino todas las plantas y los animales vivos e incluso las rocas en las montañas, el agua en los ríos y el humo del hogar. Los Tseltales dicen que debido a que el corazón de todo está en continuo diálogo con nosotros, debemos estar en silencio para que nuestros corazones puedan escuchar.

Los niños Tseltales aprenden escuchando y observando a sus familias y comunidades. Las niñas aprenden a preparar la masa para las tortillas para que esté bien, no demasiado blanda ni demasiado seca, al observar a sus madres y hermanas mayores. Los niños aprenden a usar sus machetes con cuidado para limpiar el campo de maíz mirando a sus padres y hermanos mayores. Incluso un líder Tseltal comienza acompañando a los líderes con más experiencia como un "hermano menor" o "hermana menor" para que puedan aprender escuchando y observando cómo un buen líder da servicio a su comunidad.

Las palabras de saludo son importantes para los Tseltales. Cuando las personas van a visitar una comunidad, se les pide que saluden a los reunidos y se presenten. Cada clan Tseltal o ts'umbal tiene un pat o'tanil especial, saludos del corazón que ofrecen para iniciar las fiestas y celebraciones especiales. El pat o'tan puede contar historias, pedir bendiciones o expresar gratitud. Las palabras son tan importantes que solo ciertas personas están encargadas de dar el pat o'tanil.

A través de la radio Ach' Lequilc'op, la gente ha empezado a enviar saludos y mensajes a familiares y amigos. Motivo por el que la Radio Ach' Lequilc'op se ha convertido en una nueva forma de compartir la palabra que, dentro de la comunidad, tiene especial importancia.

For the Tseltales, "everything has a heart." Not only people, but all living plants and animals, and even rocks in the mountains, water in rivers and smoke from the hearth. The Tseltales say that because the heart of everything is in continuous dialogue with us, we must be silent so that our hearts can hear.

Tseltal children learn by listening and observing their families and communities. By observing their mothers and older sisters, girls learn to prepare the dough for the tortillas so that it is neither too soft nor too dry. By observing their fathers and older brothers, boys learn to use their machetes carefully to clean the cornfield. Even Tseltal leaders begin by accompanying more experienced leaders as "younger brothers" or "younger sisters," so they can learn by listening and observing how good

leaders serve their community.

Words of greeting are important for the Tseltales. When people go to visit a community, they are asked to greet those gathered and introduce themselves. Each Tseltal ts'umbal or clan has a special pat o'tanil, a greeting from the heart that is offered to begin fiestas and special celebrations. The pat o'tan relates stories, asks for blessings or expresses gratitude. The words of the pat o’tan are so important that only certain people are in charge of delivering this ritual greeting.

Through radio Ach' Lequilc'op, people have started sending greetings and messages to family and friends. Radio Ach' Lequilc'op has become a new way to share words that, within the community, have special importance.

La radio está formada por una red de voluntarios que fueron elegidos en y por sus comunidades. Cuenta con dos personas de tiempo completo y dos más de medio tiempo.

El contenido de la radio es recabado en las comunidades y también obtenida de los procesos con los que trabaja la Misión, el trabajo es realizado por voluntarios y voluntarias bajo la dirección del equipo base.

Hacemos acompañamientos en los cursos, ts’umbal e interregional, en busca de más contenidos para la radio. Nos mantenemos del apoyo de las comunidades y donaciones, somos una radio no comercial.

The community radio is formed by a network of volunteers who are elected in and by their communities. The radio has two full-time people and two who work more than half-time. Content for radio programming is collected in the communities, and through the Mission’s programs, and the production work is carried out by volunteers under the direction of the base team.

We attend training courses, ts'umbal gatherings and interregional meetings to seek additional content for radio programs. We are sustained by the support of the communities and donations; we are a non-commercial radio.

La radio es una bendición. Por medio de la radio tenemos más comunicación. Cuando no hay radio no podemos mandar un aviso, un mensaje, porque sabemos que las comunidades acá son lejanas, donde no hay carreteras. Por eso considero que la radio propicia una buena comunicación.

The radio is a blessing. Through the radio, we have more communication. When there is no radio, we cannot send an announcement or message because we know that the communities here are far away, where there are no roads. That is why I consider radio to be conducive to good communication.

La radio es muy importante para las comunidades indígenas, pues acá hay mucha escasez de información; y es solo por medio de la radio que se puede llegar hasta los rincones de las montañas más escondidas.

The radio is very important for the indigenous comunities because here there is information scarcity; and it is only through radio that you can reach the most remote corners of the mountains.

Mi propósito en la radio es dar a conocer la palabra ancestral de los abuelitos: cómo eran, qué hacían, sus fiestas patronales, la espiritualidad sobre la madre tierra, consejos a los hijos, sus medicinas a base de yerbas, cómo trabajaban en sus milpas.

My purpose on the radio is to make known the ancestral word of our elders: how they were, what they did, their patron saint festivities, the spirituality with Mother Earth, advice to the children, their herbal medicines, how they worked in their cornfields.

Cada vez que llegamos a las comunidades nos dicen que nuestro trabajo está bien, que el trabajo de la radio lo estamos haciendo unidos y que cada horario que tenemos les parece bonito. Esas palabras nos llenan de alegría el corazón.

Every time we arrive at the communities, they tell us that our work is good, that we are working together on the radio, and that the program schedules we have are nice. Those words fill our hearts with joy.

Las relaciones humanas tienen una red de circulación de símbolos, hábitos, ritos y mitos. Las palabras son una parte importante de esa red, la llenan de sentido y de fuerza para convertirla en acción, ayudar a crear la identidad, aprender a relacionarse con las diferencias, y consolidar las relaciones con los amigos.

Desde 2016, a través de talleres radiales facilitados por Mauricio Beltrán, de la Corporación SIPAZ, comenzamos a ver cómo la radio forma parte de un ecosistema comunicativo más grande, gracias al cual los símbolos propios han persistido. Pero ese ecosistema de comunicación propio está amenazado por las radios comerciales y el modelo de comunicación impuesto por el mercado, el cual tiene medios muy potentes y tiene cómo alimentarlos y sostenerlos.

La fuerza del diálogo ha sido fuente de gran resistencia del pueblo Tseltal, pero en el último siglo la mediación se ha vuelto más ostensible, amenazando su cultura y su supervivencia. Además de la iglesia, la escuela y los programas del gobierno central, medios tecnológicos como la radio, la televisión, y los celulares han entrado para quedarse. Juntos, estos están transformando la circulación de símbolos, hábitos, y valores del pueblo Tseltal. La radio indígena Ach' Lequilc'op juega un papel clave en la recuperación, promoción y protección de la cultura e identidad de los Tseltales.

Para tener una idea, casi todos los habitantes de San Gabriel y San Jerónimo escuchan radio (87%) y ven televisión (85%), de acuerdo con el estudio de audiencias hecho por el equipo de la Radio Ach' Lequilc'op. La radio se escucha principalmente en las mañanas: casi la mitad de los habitantes (49%) escuchan la radio desde el amanecer hasta antes de mediodía, y un poco menos (40%) ven televisión en las noches, entre 7 y 11 pm. San Gabriel y San Jerónimo están cerca del pueblo de Bachajón, tienen electricidad, llega la señal de televisión, de radio y de celular. Otras comunidades no tienen estos servicios.

En este contexto nos movemos para usar la radio Ach' Lequilc'op como herramienta para fortalecer la cultura e identidad Tseltal. La combinación y armonía entre música y plática, los dos componentes principales de la radio, es preferida por la gran mayoría de quienes escuchan: que sean iguales agrada al 49%, que haya más música al 31%, y solo 6% quiere más palabras que música. Los demás, 13%, no escuchan la radio. El desafío para Radio Ach' Lequilc'op, con un 58% de receptores en la región, es lograr armonía entre palabras y música, variedad de contenidos, y la precisión en los mensajes.

La población juvenil exige una estrategia que integre los nuevos medios, que les permita participar de un mundo global con dominio de instrumentos modernos y con una producción de contenidos propios y apropiados. La creación de contenidos propios no se puede dejar solo a los medios comerciales. Existe un gran abismo entre las zonas urbanas y rurales en materia de uso de Internet y teléfonos celulares. En los centros poblados menos de la mitad de la gente usa internet, y casi todo se hace por medio de ciber cafés o teléfono móvil. En los lugares más alejados hay cada vez más personas que compran celulares con acceso a Internet que solo sirven cuando el usuario se desplaza a los poblados principales y lugares con wi-fi.

Sin embargo, es posible combinar una rica comunicación dialógica, basada en familias, reuniones, ritos religiosos, grupos asociativos y otros, con la radio. Así la capacidad de incidencia se hace mucho mayor, pues es casi imposible llegar al medio millón de personas que pueden escuchar la radio. Una estrategia comunicativa integral permitirá hacer de los medios, instrumentos para el buen vivir en las comunidades. La radio también contribuye al Lekil Cuxlejalil, o el Buen Vivir.

Human relationships are part of a circulating network of symbols, habits, rituals and myths. Words are an important part of this network; they fill it with meaning and force to convert words into action, to help to create identity, to teach us how to relate to each other's differences, and to consolidate relationships with friends.

Beginning in 2016, through radio workshops facilitated by Mauricio Beltrán of SIPAZ, we began to see how the radio forms part of a larger communication ecosystem, and through which thankfully the symbols themselves have persisted. However, that particular ecosystem of communication is threatened by commercial radios and the communication model imposed by the market, which has at its disposal very powerful means to feed and sustain itself.

The strength of the dialogue has been a source of great resistance of the Tseltal people, but in the last century, interceding forces have become more evident, threatening the culture and survival of the Tseltal People. In addition to church, school and programs of the central government, technology in the form of radio, television, and cell phones have come to stay. Together, these are transforming the circulation of symbols, habits, and values of the Tseltal people. Ach’

Lequilc'op indigenous radio plays a key role in the recovery, promotion and protection of the culture and identity of the Tseltales.

To give you an idea of this, almost all inhabitants of San Gabriel and San Jerónimo listen to radio (87%) and watch television (85%), according to a study of audiences conducted by the Radio Ach’ Lequilc'op team. The radio is heard mainly in the mornings: almost half of the inhabitants (49%) listen to the radio from dawn to before noon, and a little less (40%) watch television at night, between 7 and 11 pm. San Gabriel and San Jerónimo are near the town of Bachajón; they have electricity, there is television, radio and cell phone service. Other communities do not have these services.

The youth population demands a strategy that integrates the new media, which allows them to participate in a global world with mastery of modern instruments and with production of proper and appropriate content. The creation of original content cannot be left only to commercial media. There is a great chasm between urban and rural areas in terms of Internet use and cell phones. In populated centers less than half of the people use the Internet, and almost everything is done through cyber cafes or mobile phones. In the most remote places there are more and more people who buy cell phones with Internet access

that only serve when the user moves to the main towns and places with Wi-Fi.

However, it is possible to combine a rich dialogic communication on the radio, based on families, meetings, religious rites, groups and others. In this way, the possibility of making a connection becomes much greater, since it is almost impossible to reach the half million people who can listen to the radio. A comprehensive communication strategy allows the media to be an instrument for wellbeing in communities. The radio also contributes to Lekil Cuxlejalil, or Living Fully.

La radio es una de las herramientas poderosas que tiene la comunidad Tseltal para contar lo que hacen y sueñan. Sus líderes y decenas de voluntarios han estado trabajando en construir las maneras de compartir con todo el pueblo Tseltal, y con el mundo a través de Internet, lo mucho que sucede y que se logra con tanto esfuerzo. Una cosa es hacer un trabajo con la comunidad y otra trasmitir su filosofía, sus resultados y sus logros. Hay que saber cómo contar las historias.

En cada tiempo y en cada lugar los símbolos circulan de maneras diferentes. Hoy hay muchas maneras de recibir símbolos. Hay muchas tecnologías que ayudan a llevar lejos la imagen y la voz, pero se escuchan menos voces. Las pantallas pueden hacernos creer que lo más deseable es lo que está en ellas y no lo del mundo que nos rodea, y al suprimir la distancia tenemos la sensación de estar en contacto con el mundo, mientras sentimos lejano lo que tenemos cerca.

La circulación de informaciones y la reproducción de valores, hábitos y símbolos necesitan de dos maneras diferentes de comunicarnos: el diálogo y la mediación.

En el diálogo hay interlocución o traducción inmediata, cercanía, identidad (incluso si se usan instrumentos tecnológicos). En la mediación hay algo externo entre quien produce el mensaje y quien lo recibe, y no hay posibilidad de respuesta inmediata: existe una asimetría que hace pasivos, y casi siempre anónimos, a los y las receptoras.

Con la radio Ach' Lequilc'op hemos avanzado en procesos de producción de contenidos que requieren adquirir habilidades para hacer narrativas de tipo periodístico. Hombres y mujeres que nunca habían escrito una noticia lograron en poco tiempo captar su estructura y ponerla en práctica, comprendiendo mejor los diferentes formatos radiales. Hacer radio incluye, pero va más allá, del entretenimiento y la compañía como música de fondo. Sin embargo, hacer radio no puede ser sólo para propagar discursos y palabras, las cuales llegan sólo a unos pocos convencidos e interesados, pero no toca ni transforma a públicos más amplios. Así que estamos repensando la manera de presentar la información a través de la radio comunitaria, haciendo radio desde las historias y las experiencias de las personas de la comunidad, y creando tres formatos radiales: noticias recurrentes, noticias de procesos, y noticias sobrevinientes.

Noticias Recurrentes (más del 50%): Noticias que contribuyen a la estrategia de la organización Tseltal y que, por tanto, deben ser recurrentes, no faltar nunca en la programación, deben ser parte del acervo común.

Noticias de Procesos (25%): Noticias que pueden ser programadas en el tiempo con un inicio y un punto de llegada, temas que por su contenido se consideran procesos para la comunidad, tales como las elecciones, los congresos propios, las fiestas más importantes del pueblo.

Noticias Sobrevinientes (menos del 25%): Noticias sobre hechos inesperados o sobrevinientes, y ante las cuales no se debe guardar silencio ni pasarlas desapercibidas.

Tenemos medios propios, los poblamos de símbolos propios. Una comunicación con la voz Tseltal, para la promoción de los valores y prioridades del buen vivir de los Tseltales.

Radio is one of the powerful tools that the Tseltal communities have to tell about what they are doing and dreaming. Tseltal leaders and dozens of volunteers have been working to build ways to share with all the Tseltal People, and with the world through the Internet, how much happens and what is achieved with so much effort. It is one thing to do a job with the community and another to transmit your philosophy, your results and your achievements. You have to know how to tell the stories.

In every time and place symbols circulate in different ways. Today there are many ways to receive symbols. There are many technologies that help to take away the image and the voice, but fewer voices are heard. The screens can make us believe that the most desirable thing is what is on the screen rather than what is in the world around us. By elminating the distance, we have the feeling of being in contact with the world, while at the same time we feel far away from what is close to us.

To circulate information and pass on values, habits and symbols requires two different ways of communicating: dialogue and mediation.

In dialogue there is immediate exchange or immediate transmission, closeness, identity (even if technological tools are used). In mediation there is something external between the one who produces the message and the one who receives it, and there is no possibility of immediate response. This asymmetry creates passive, and almost always anonymous, recipients.

With the radio Ach’ Lequilc'op we have advanced in the production of content of the kind that requiredskill to make

journalistic narratives. Men and women who had never written a news story managed in a short time to grasp its structure and put it practice, and have a better understanding of the different radio formats. Making radio includes, but goes beyond entertainment and background music. However, making radio cannot be just to disseminate speeches and words, which reaches only the few who are convinced and interested, but fails to touch or transform wider audiences. We are rethinking how to present information through community radio, making radio from the stories and experiences of people in the community, and creating three radio formats: recurring news, program news, and breaking news.

Recurrent News (more than 50% of the programming time): News that contributes to the strategy of Tseltal organizations and that, therefore, must be recurrent, never missing from programming; it must be part of the common denominator.

News of Processes (25% of the programming): News that can be programmed with set beginning and ending times, topics with content that are considered programs for the community, such as the elections, indigenous conferences or meetings, and the most important celebrations of the Tseltal People.

Breaking News (less than25% of programming): News about unexpected or supervening events, about which one should not keep silent or let go by unnoticed.

We have our own media, we must populate it with our own symbols. Communication with the Tseltal voice, for the promotion of the Tseltal values and priorities for living fully.

A todo el mundo le gusta recibir una buena noticia, ser informados con lo que pasa en su entorno, casi todo lo que ocurre nos afecta para bien o para mal; si estamos informados podemos tomar buenas decisiones y opinar de lo que pasa. Everyone likes to receive good news, to be informed about what happens in their environment. Almost everything that happens affects us for good or bad. If we are informed, we can make good decisions and give an opinion about what happens. We decided to work with three types of news, [recurrent, news of processes, and breaking news] especially to analyze and touch on issues that for the Mission of Bachajón are important: Indigenous Law, Environment, Culture, Women and Territory.

Reconociendo que en la cultura ancestral Maya, los comunicadores y las comunicadoras, ahora radialistas, eran llamados tlacuilcos: eran quienes tenían el deber y el poder de comunicar todos los mensajes de la comunidad, Mauricio Beltrán lideró junto con el resto del equipo de SIET una serie de talleres radiales que, abiertos a toda la comunidad de Bachajón, buscaban capacitar en la producción de contenido a los radialistas y voluntarios de la radio Ach' Lequilc'op.

Una vez los participantes de los talleres adquirieron las habilidades narrativas y periodísticas enseñadas, estos se convirtieron en todos unos radialistas capaces de comunicar la información de su cultura. Para corroborar este aprendizaje, los radialistas viajaron junto con el equipo de SIET a Pinabetal y a Chiviltic a fin de encontrar la información necesaria para desarrollar las temáticas acordadas durante los talleres (cuidado de la madre tierra, salud, derechos de la mujer y de la infancia).

La experiencia en terreno fue muy gratificante para los radialistas de base de la radio Ach' Lequilc'op, y para sus voluntarios. Pues fue el tener que buscar diferentes personas para entrevistar, lo que les permitió poner a pruebar a los conocimientos aprendidos.

Recognizing that in the ancestral culture of the Maya Peoples, communicators, now radio correspondents, were called tlacuilcos; they were the ones who had the duty and the power to communicate all the messages of the community. Mauricio Beltrán, along with the rest of the SIET team, led a series of radio workshops that were open to the entire Bachajon community, and sought to train radio staff and volunteers from Ach’ Lequilc'op in the production of content.

Once the participants of the workshops acquired narrative and journalistic skills, they became radio correspondents, able to communicate information

about their culture. To reinforce their learning, the radio correspondents traveled together with the SIET team to Pinabetal and Chiv’iltic to get the information necessary to develop the themes agreed on during the workshops (care of Mother Earth, health, women's and children's rights).

The experience in the field was very gratifying for the radio broadcasters of Radio Ach’ Lequilc'op, and for the volunteers. We practiced looking for different people to interview, which allowed us to test the knowledge we had learned.

En el territorio Tseltal, el difícil acceso a ciertas zonas del territorio y la ausencia de redes telefónicas e Internet en ciertos lugares han hecho que la radio Ach' Lequilc'op sea considerada por la comunidad como una bendición. Pues aun cuando ésta transmite información como cualquier otra radio, es la orientación comunitaria y el uso de la lengua Tseltal lo que le ha permitido a la Radio Ach' Lequilc'op tener una gran acogida.

Ante la necesidad de aumentar la audiencia, de obtener más información, de preservar el conocimiento ancestral, y de fortalecer a la comunidad, la radio Ach' Lequilc'op

convocó a las radios indígenas de la región y a los diferentes voluntarios y voluntarias a una reunión en la que se discutió la necesidad de generar una alianza entre las diferentes emisoras ahí presentes.

La reunión se llevó a cabo durante la segunda semana de junio de 2017 en las instalaciones de la Misión de Bachajón. Entre las personas que estuvieron presentes, se encontraban los representantes de cinco radios indígenas de la región: Radio Ach' Lequilc'op, Radio Lak Lumal 91.9 FM, Radio Muk'ulum, Radio Ts'umbal Xitala, y Radio La Yajalonteca 105.7 FM.

In the Tseltal territory, access to certain areas of the territory is difficult and the absence of telephone and Internet networks in different places have made the Ach’ Lequilc'op community radio a blessing. Even though it transmits information like any other radio, it is its community orientation and the use of the Tseltal language that has allowed Radio Ach’ Lequilc'op to be well received.

Faced with the need to increase the audience, to obtain more information, to preserve ancestral knowledge, and to strengthen the community, Ach’ Lequilc'op radio

called the indigenous radio stations of the region and many volunteers to a meeting to discuss forming an alliance among the different stations.

The meeting was held during the second week of June 2017, at the facilities of the Mission of Bachajón. Among the people who were present were the representatives of five indigenous radio stations in the region: Radio Ach’ Lequilc'op, Radio Lak Lumal 91.9 FM, Radio Muk'ulum, Radio Ts'umbal Xitala, and Radio La Yajalonteca 105.7 FM.

63Ta sc’oblal ha’i a’tel ini – Acerca de este proyecto – About this project

En 2015 CEDIAC pidió a Un Solo Corazón que apoyara la construcción de una biblioteca Tseltal al lado de la radio comunitaria. Además, CEDIAC enfrentaba también el problema de documentar evidencias de los impactos de sus programas usando indicadores que tuvieran sentido en el contexto indígena Tseltal, con lo cual surgió otra necesidad relacionada con la gestión de información. A medida que comenzaron a soñar sobre las posibilidades de un archivo, se hizo clara la necesidad de buscar ayuda técnica especializada en bibliotecología y ciencias de la información. De allí surgió una relación que, entre Un Solo Corazón y la Facultad de Información de la Universidad de Washington, permitió el surgimiento del proyecto SIET: Sistema de Información y Evaluación Tseltal.

SIET construye un sistema de información y evaluación que integra el establecimiento de una biblioteca indígena, el inicio de un proceso de evaluación de impacto de los programas de desarrollo comunitario impulsados por CEDIAC con las comunidades indígenas Tseltales en Chiapas, y el fortalecimiento de la radio comunitaria. Para esto último, el proyecto incorporó a Mauricio Beltrán de la Corporación Sistema de Comunicación para la Paz, Sipaz, de Colombia, como parte del equipo de trabajo. Para el proceso de evaluación se empleó Fotohistorias, una metodología con fotografía participativa desarrollada por Ricardo Gómez en la Universidad de Washington.

Con Fotohistorias pedimos a los miembros de la comunidad que identifiquen un objeto, lugar o situación que represente lo que significa el tema que se esté tratando (buen vivir, radio, mujer, etc.) para ellos, le tomen

una foto, y luego expliquen cómo esa foto representa el tema tratado. La conversación que resulta es, por lo general, una historia poderosa sobre cómo las actividades que los Tseltales valoran en su comunidad representan el tema que se esté tratando, y cómo éste puede ayudar a fortalecer a los individuos, las familias y la comunidad.

De este modo, Fotohistorias ofrece una manera sencilla y efectiva para documentar las experiencias vividas por las comunidades Tseltales, para representar mejor cómo éstas entienden el tema, y para documentar la contribución de los programas de desarrollo comunitario de CEDIAC hacia el mejoramiento de la calidad de vida en las comunidades Tseltales.


In 2015, CEDIAC asked One Equal Heart Foundation to fund the construction of a Tseltal library, to be built next to the community radio station. Another information need arose from CEDIAC’s challenge of how to document and measure the impact of programs on communities using indicators that make sense in the Tseltal context. As the team began dreaming of all the possibilities a Tseltal library and archive could bring, it became clear that they would need to find technical and specialized help from Library and Information Sciences. From this, a relationship was formed between One Equal Heart Foundation and the Information School at the University of Washington, which permitted the development of the project, SIET: Sistema de Informacion y Evaluacion Tseltal, or Tseltal Information and Evaluation System.

SIET builds an information and evaluation system that integrates an indigenous library, an emerging method of evaluating CEDIAC’s community development programming, and the community radio station. The project has also welcomed Mauricio Beltran from the Corporacion Sistema de Communicacion

para la Paz, from Colombia, as part of our fieldwork team. Fotohistorias was implemented in the process of evaluation: it is a method that uses participatory photography and was developed by Ricardo Gomez from the University of Washington.

With Fotohistorias we ask community members to identify an object, place, or situation that for them represents the theme being explored (Living Fully, Radio, Women, etc.), photograph it, and then explain how their photograph represents the theme. The conversation leads to powerful stories that show us what activities are valued by Tseltales as they relate to a particiular theme, and how those activities can strengthen individuals, families and communities.

In this way, Fotohistorias offers a simple and effective method to document the lived experiences of Tseltales, to represent best how they understand each theme, and to document how the programs developed by CEDIAC have impacted the quality of life in Tseltal communities.

SIET combina el alcance y el poder de la radio con la creación de una biblioteca Tseltal y un programa de evaluación basado en recolección de historias y fotografías para documentar los alcances del trabajo comunitario.

Las historias ayudan a nutrir la programación de la radio, los programas de radio se basan en parte en los materiales de la biblioteca, y la biblioteca reúne los materiales en un archivo comunitario vivo. Además, en la biblioteca comienza a funcionar una sala de redacción de la radio, tendiendo puentes en interacción con la comunidad y con otras radios indígenas.

SIET combines the reach and power of radio with the creation of a Tseltal library and a program of evaluation based on collecting histories and photographs to document the achievements of community work.

The histories help to nourish programming for the radio, radio programs are based in part on the materials from the library, and the library gathers the materials as a living community archive. In addition, a newsroom is beginning to function in the library, building bridges to the community and with other indigenous radios.
