Terms of Reference

Job Title: National Contractor – Integrated Border Post (IBP) General

Manager

Reporting to: National Director Customs

Counterpart: National Director Customs

Subordinates: 3 x Facility Managers – one each at Batugade, Salele and Sakato 1 x IT Contractor

Duration: 24 months

Location: Ministry of Finance – Batugade – Timor Leste with requirement for

regular travel to Dili and the other IBPs at Sakato and Salele.

I. BACKGROUND

The Government has built three Integrated Border Posts (IBPs) at Batugade near Mota-Ain, at Salele near Suai and at Sakato in Oecussi. These posts will provide a modern “one stop”

clearance facility for passengers and cargo entering and departing Timor Leste. The facilities will provide state of the art technology solutions which will be managed by the primary border

agencies of Customs, Immigration, Quarantine, Land Transport and PNTL’s Border Patrol Unit. The IBPs are similar in makeup consisting of a main building for processing entry and exit of

passengers and cargo, a warehouse for cargo inspections, an x-ray inspection structure, a police compound, a detention centre and a generator complex. At Salele and Sakato there is also a joint

accommodation compound for Customs, Immigration and Quarantine staff. All three posts are completed and will become operational when a General Manager is

appointed.

II. SCOPE OF WORK

The General Manager will report to the National Director of Customs in the Ministry of Finance

and will be responsible for:

1. Ensuring logistical support at the IBPs through dedicated Facility Managers.

2. Managing and leasing of retail and commercial outlets necessary for the effective operation o f

the posts including Duty Free Shops, Car Rental Companies, Money Exchange, Canteens and

Restaurants.

Note: Approval for these establishments must be given by the Senior Management

Council and/or Facility Management Group. Individual primary agencies may need to

establish rules and procedures for their operation before approval can be given.

3. Preparing submissions for consideration of Government for new infrastructure requirements

at the Integrated Border Posts. All submissions to be discussed by the Senior Management

Council.

4. Co-ordination and preparation of minutes of regular meetings with the primary agencies

through the Senior Management Council.

5. Ensuring the maintenance, cleaning and gardening contract/s are carried out to the standards

stipulated in the Service Level Agreement supplied and agreed by the successful Provider ;

Coordination of the IBPs will be through a Senior Management Council made up of the National Directors of the primary agencies or their appointed nominees. The General Manager will meet

regularly with members of the Senior Management Council under an agreed Terms of Reference for the Council. The Council will be chaired by the National Director of Customs.

The Senior Management Council may:

discuss perceived deficiencies and problems relating to the operations of the IBPs and

seek constructive resolution to overcome such problems; and

discuss ideas for more efficient approaches to delivering the required services at the posts, including closer cooperation between the primary agencies.

At each individual post a Facility Management Group will be set up to coordinate activities and

overcome local problems. This Group will be made up of the senior officer of each primary agency operating at the IBP or his/her nominated delegate. The Facility Management Group will develop an operating TOR which will allow for amongst other things the appointment of

Chairpersons, establishing frequency of meetings and reporting arrangements.

The Senior Management Council and the individual Facility Management Groups may not task the Facility Manager to undertake tasks outside the scope of his or her signed Contract.

III. QUALIFICATIONS AND COMPETENCIES

Degree from a recognized tertiary institution with specialized training and at least 5 years work experience in facility management;

Demonstrated skills in the following areas: project management, financial management, public administration, procurement, and application of information technology;

Ability to build working relationships with relevant primary agencies, land owners and the private sector;

Ability to escalate relevant problems to senior management;

Ability to model the attitudes and behaviours, including openness, teamwork,

transparency, cooperation, communication, accountability and a customer service attitude;

Possessing flexibility, responsiveness, discipline and patience;

Demonstrated ability to adapt to challenges in the workplace, including finding creative solutions;

Good command of the English language as a working language;

Ability to communicate in Tetun; and

Ability to communicate in Portuguese and Bahasa an advantage.

IV KEY DELIVERABLES

1. Within 4 weeks of his/her appointment the General Manager will provide a Work Plan;

2. Facility Managers in place at each IBP;

3. IT Coordinator in place;

4. Accommodation available at Batugade for 3 persons, Salele for 1 person and Sakato for 1 person;

5. Maintenance, Cleaning and Gardening contract in place with service providers;

6. TOR for Senior Management Council in place and regular meetings held;

7. TOR for Facility Management Group in place and regular meetings conducted at each IBP;

8. Budget prepared for running of IBP; and

9. Provide a quarterly report and assessment of progress in operations of the IBPs.

V PERFORMANCE EVALUATION

The performance of the General manager will be assessed by the National Director of Customs and the Senior Management Advisor Revenue and Customs in accordance with the Performance Review Framework for Contractors in place in the Ministry of Finance.

There will be a probation period of 3 months.

1. Oversighting the day to day management of the appointed IBP, including:

Ensuring the provision of fuel for generators;

Opening and closing of facility gates;

Provision of itemized telephone accounts for each agency;

Ensuring State Security officers are in place, and

Ensuring ongoing connection of telephone and internet.

2. Co-ordination and preparation of minutes of the regular meetings with the primary agencies

through the Facility Management Group;

3. Preparing budget submissions for their respective Posts for consideration by the IBP General

Manager. All submissions to be considered by the Facility Management group;

4. Upkeep and provision of light refreshments to the VIP area;

5. Ensuring the maintenance, cleaning and gardening contract/s are carried out to the standards

stipulated in the Service Level Agreement supplied and agreed by the successful Provider ;

IV KEY DELIVERABLES

The IT Coordinator will report to the IBP General Manager in the Ministry of Finance and will

be responsible for:

1. Working closely with the Primary Border Agencies and staff of the IBPs;

2. The efficient functioning of the IT and Security systems at the IBPs. He/she shall work with

the IT Departments of the Primary Agencies to maintain and control the various operating

systems and critical data base applications, including Immigration’s Border Management

System and Custom’s ASYCUDA System;

3. Provide sound and timely advice to the National Director of Customs and the IBP General

Manager on the operational effectiveness of the IT and Security systems as well as

coordinating support maintenance requirements for staff. The principal guidance will come

from the MoF IT arrangements;

4. Assist the IT Departments and staff of the Primary Agencies to accomplish their day to day

tasks and to assist them in the control and maintenance of their respective critical

applications;

5. Conduct maintenance support to the operation of the servers, work stations and support

installation and configuration including trouble shooting of hardware components relating to:

Network based servers and their spare part replacements;

Internet LAN switches;

Security camera applications,

Desktop, laptop PCs and other peripheral components;

6. Monitor network traffic levels and patterns, server and device logs, firewall logs, intrusion

detection systems and provide regular reports on these to management;

7. Provide guidance in matters pertaining to the installation and configuration of new hardware

and software;

8. Perform acceptance testing and coordinate the installation of new system components and

carry out post- implementation evaluation;

9. Assist in the drafting, revising and implementation of IT policy on both software and

hardware standards;

10. Work closely with the IT Departments of Primary Agencies to identify networking problems

that affect the operation of applications software, system interfaces and users;

11. Perform such other supporting tasks both administrative and technical in nature, to enhance

the operations of the IT and Security components of the IBPs within the framework

established by the Ministry of Finance.

III. QUALIFICATIONS AND COMPETENCIES

ESSENTIAL

A University Degree in Computer Science, Information Technology or other related

fields;

At least two (2) years’ experience in managing the IT and Security systems for a

company, government department or international development agency including planning cost effective upgrades of software, firmware and hardware;

Operational experience in performing IT and/or related maintenance and upgrading services;

Ability to build working relationships with relevant primary agencies;

Ability to escalate relevant problems to senior management,

Ability to model the attitudes and behaviours required, including openness, teamwork, transparency, cooperation, communication, accountability and a customer service

attitude,

Demonstrated ability to assist and support the development of useful processes and

procedures within the IBPs,

Ability to mentor and train.

Ability to communicate in Tetun and English.

DESIRABLE

Post Graduate Degree in Information Technology or related fields,

Ability to communicate in Portuguese and Bahasa;

Microsoft Certified Systems Engineer (MCSE) certification,

Certification in database management and security in at least one of the major database

types (Oracle, SQL etc.) and web based designs;

At least two (2) years’ experience in programming, analysis and system designing,

implementation and analysis;

Demonstrated ability to adapt to challenges in the workplace, including finding creative

solutions,

1. Within 4 weeks of his/her appointment the IT Coordinator will provide a Work Plan;

2. Trained local staff in place to carry out basic maintenance requirements;

3. Maintenance program in place with service providers;

4. Help desk in place to log phone calls, and respond to inquiries from computer and

security system users;

5. All equipment is operating effectively and systems up and running 95% of the time;

6. Ability exists to install, modify, clean and repair computer and security hardware and software with the ability where necessary run basic automatic diagnostics programs to resolve problems; and

7. Provide a quarterly report and assessment of progress in operations of the IT and Security Systems at the IBPs.

V PERFORMANCE EVALUATION The performance of the IT Coordinator will be assessed by the National Director of Customs and the IBP General Manager in accordance with the Performance Review Framework for
