• Digital libraries of data-rich objects, developed according

to established classification systems and/or standards, to

enable e-specification, selection/procurement and

facilitate design, model-based simulation, costing and

analysis.

NBS Create is the main UK specification system that includes:

selection guidance linked to standards and regulations; generic

specification and proprietary specification clauses for

manufactured items.

Architects can directly select manufacturers objects from within

Revit and link to their specification.

Content complies with UK and international standards (BS

1192:2012, PAS1192:4 – COBie, Uniclass, Masterformat, Uniformat

and Omniclass)

Step by step authoring guides (called bim bibles) are provided for

manufacturers. However, content is quality-checked by bimstore

experts before is accepted.

Desktop app is available to specifiers to provide them access to

BIM objects directly from BIM software (i.e. Revit).

Specifiers are automatically notified of

updates to objects they downloaded/favourite.

Currently has 70 manufacturers with 4282 BIM objects. 10,000

registered specifiers and 400,000 downloads since launch.

Business model: Specifiers have free access. Manufacturers pay

3. BIM IN FRANCE – a Summary of key components

• No mandate is currently in place.

• March 2014: BIM will be progressively mandated on public

tender from 2017 as announced by Mr. Duflot, the French

Ministry of Construction.

• June 2014: A list of actions, in a strategy report ‘Actions pour

la relance de la construction de logement’ were published

• 25th June 2014: “Monsieur BIM” or “ambassador for digital

construction”(Mr. B. Delcambre ) responsible for developing

& delivering the digital/BIM policy for the French construction

industry was appointed by Mrs. Pinel, the new Minister of

Territorial Equality and Housing.

Mediaconstruct (French Chapter of BuildingSmart International)

is currently the main body:

Driving BIM best practices and open standards through

working groups: definition of guidelines and document

templates, review of BIM servers, setting up of a dictionary

AFNOR (French National Standardization body) and its working

group (PPBIM), were commissioned by AIMCC (an association of

French AEC manufacturers, to develop a “methodology for

defining and managing building products’ properties for digital

use”.

• Despite lack of standards to drive digital libraries, there are

more than 200 leading French Manufacturers who developed

their own BIM libraries (Source: Polantis)

• Business model of ‘current’ digital libraries in France:

Digital Library called ‘CB-NL’ (The Dutch concept library for the built

environment’ is under development:

• Aims to define a dictionary of built environment concepts including

physical objects (e.g. door, roof, window, etc.) and spatial objects

(e.g. meeting room, parking space, town, etc.)

• Covers lifecycle of a project, sub-sectors (e.g. residential, non

residential, etc.) and sub-disciplines (e.g. ground work, road, etc.)

• Exploits existing disparate domestic classification systems and

standards already available (e.g. by STABU, NEN, etc.)

• Will be web-based and free of charge

Legal Framework:

• No official legal framework available or mandated by public /

national bodies

• “BIM blueprint” , a reference for generating collaboration

agreements in BIM, was developed in a private initiative by the

Dutch research institute for applied sciences (TNO), the professional

associations of Dutch architects (BNA), engineers (NLingenieurs),

building contractors (Bouwend Nederland)and MEP contractors

(Uneto-VNI).

5. FINAL REMARKS

• BIM strategies are part of wider construction strategies of individual

countries

• Construction strategies of all reviewed countries recognise that

growth can be achieved through BIM

• UK strategy has a holistic focus in terms of coverage of both whole

lifecycle and assets (Buildings and Infrastructure, new and existing)

• Approaches to classification systems, which form the basis for

enabling lifecycle approaches and developing BIM strategy

components (e.g. digital library), are different between countries.

5. FINAL REMARKS

• BIM standards, specification and classification systems, are relatively

more mature in the UK, enabling the proposition of a methodology

for a Common Data Environment (CDE) and the emergence of BIM

digital libraries

• Alignment of sustainability strategies at both building level and

product level is still limited

• Intellectual Property Rights (IPRs) are addressed in UK BIM strategy

(for level 2) through licensing of models for intended purposes

• Changes to compensation patterns/fee structure are not clearly

addressed

• Digital tools / technology infrastructure for public procurement in

BIM are not ready yet in reviewed countries

• Officially-recognised competency assessment and accreditation

of individuals/ organisations are under-developed

• BIM encapsulation in Higher Education is still in its infancy. A

framework is being developed in the UK by the BIM AF.

6. MESSAGE TO BRAZILIAN AECO INDUSTRY

• BIM creates value and growth for all adopters in construction supply

chain by enabling better quality construction that is delivered more

efficiently.

• BIM can contribute to economic growth in domestic and export

markets (e.g. professional services)

• Policy makers and construction industry, working together and using

results from research like this, can:

o Develop a comprehensive BIM policy that diminishes risks and

ensures BIM diffusion

o Speed up the development of BIM policy components (e.g.

Protocols, Guides, Digital Libraries, etc.)

o Adopt best practices in each policy component from different

countries
